I do not know where you can buy ocean water. We tried to make some by mixing sea salt from the health food store, but it did not work. Maybe you can find someone who lives near the ocean that can send you some. Wish I could help you more. I live about as far as you can get from the ocean. Another thing to try is Emu oil. My Sister's Grandbaby has the eczema all over his body. I sent her some Emu Oil and it has taken care of it nicely. Emu Oil can be purchased even off the internet. Hope it helps.
