I am 19 years old and I am suffering from Polands (I think) My left breast is a C and my right breast has not developed at all. My parents just tell me to deal with it, but that doesn't seem to work. I don't know what you can tell your daughter, but what I did was I found a shop that specializes in apparel for women who have had a breast removed from breast cancer. What I have to do is get a "pad" type of thing that i safety pin in my bra. I have tried to talk to my Mom about surgery to enlarge my right breast, but i don't know have safe it is. I have emailed a plastic surgeon, so I will let you know what I find out. I also wanted to know how much, if any, insurance will cover. Good luck.
