You might have in-grown hairs that are not shaving related. It could be blocked pores, maybe pimples. You are very young and this area is ultra sensitive. A doctor will be able to diagnose herpes. Try not to worry until you get a check up. Best of luck & if you are going to be sexually active, you must protect yourself!
