When I first read your post, I thought of ingrown hairs too, which would in that region cause you to feel painful tiny red bumps. But if you think you have herpes, get to a doctor. Genital herpes is sexually transmitted and can be passed from person to person even when signs aren't visible. But the kicker for me agreeing with the ingrown hairs is your shaving, that sounds pretty accurate. Please take care of yourself.
