Unfortunately at this time there is no surgery to correct achromatopsia. I know, I have a 5 year old achromat and have done my share of investigating every avenue. There are special glass lenses made by Corning that help in bright light. Also tinted contacts helps some acchromats. I would like to start a foundation to raise money for more research but unfortunately I cannot find a starting point. Very few doctors are studying this area. I will keep trying and maybe someday there will be a cure. You can email me any time if you like.
