I'd say nothing to worry about, many boys of 13 are small but shoot up later. I am 5'6", my husband 5'8", and I have a family photo of my son at 13 about 2-3 inches shorter than me, but now he is 6'1". I don't remember his age when he shot up, but it was certainly later than 13.
