There is a skin rash that is due to an intolerance for wheat and gluten - I cannot think of it's name but if you look up Celiac Disease - it is related - the rash is exactly as you describe - a dermatologist should be able to diagnose it and help control it as well as a strict wheat and gluten free diet.
