You didn't mention any other symptoms, however if her eyes are also red and itchy in addition to watery she may have severe allgeries that manifest only in her eyes. My son (8 years old)and I are now taking patanol eye drops (Rx only)that helps quite a bit. It is not like other eye drops available over the counter (OTC), but is a mast cell inhibitor (i.e. - it goes right to the source of the allergy mediated response in the body). It is expensive if insurance doesn't cover it, and takes about 2-4 weeks to work, but believe me, it is well worth it! If it is not an allergy issue (red, itchy eyes along with constant tears) perhaps her one or more tear ducts are blocked. People with no tear production (like myself) will have this procedure done to increase eye moisture (initially the doctor temporarily blocks the ducts for the patient to try and see if it works out - if it is helpful, then the ducts, 4 in each eye, can be permently sealed). It may be worth a referal and consult to an othalmologist to check out both issues that I mentioned. Good luck to your Mum!
